Holding Congress responsible for their voting record?

With regards to the recent house bill H.R. 6867, which would provide an unemployment extension of benefits. Only 5 Republican representatives voting against the bill. Those five are: Rep. James Barrett [R, SC-3], Rep. Christopher Cannon [R, UT-3], Rep. K. Michael Conaway [R, TX-11], Rep. Bob Inglis [R, SC-4], Rep. John Shadegg [R, AZ-3 ]. What are these representatives thinking? I can not imagine why they thought it not necessary to provide a benefit extension, for Americans who are out of work and steadily looking for employment in a dwindling economy!
