Starting in Fashion Design?

well i really want to get in fashion design and i've been sketching but i dont have any idea on how to make clothes... should i start studying sewing or refine my skills in sketching before i start sewing.. im just 15 so all i can take right now are summer workshops or things that wouldn't interfere with school
